The fourth phase of Riyadh's Main and Ring Road Axes Development Program has been launched by the Royal Commission for Riyadh City (RCRC), with a total value of SAR 9.8 billion aimed at expanding the capital's road network capacity.
The new phase covers four main projects spanning roughly 40 kilometers of road corridors. It includes 14 major interchanges, 33 bridges, 5 tunnels and 6 pedestrian bridges, and is designed to handle more than 950,000 vehicles
The phase is currently under construction and rollout. Rather than a time-limited project, it is positioned as a permanent increase in capacity for Riyadh's growing road network, easing congestion and improving connectivity across the city.
What it means for residents
The upgraded corridors are announced as road infrastructure improvements, not tolled segments, and no specific toll fees have been attached to the fourth-phase roads. Existing Riyadh expressway tolls remain unchanged in 2026: SAR 2 SAR 4 for light trucks and SUVs, and SAR 6 for heavy trucks on tolled corridors such as the Northern Ring Road, Eastern Ring Road and King Abdulaziz Road.
A typical urban commute crossing three gantries costs SAR 6 for a passenger car, while frequent commuters crossing two to four gantries each way generally pay SAR 8 to 16 Motorcycles are largely exempt from tolls, subject to corridor-specific rules.
There is no need to use any government app to benefit from the upgraded roads. For inquiries, residents can contact the RCRC unified call center on 19998, and project updates are shared through the commission's official channels.
