The number of commercial registrations for artificial-intelligence activities in Saudi Arabia has reached 24,552, marking a 31% increase since 2025. The surge reflects rising interest among entrepreneurs and companies in building AI-based businesses across the Kingdom, with the relevant activity registered through the Saudi Business Center under the Ministry of Commerce.
Registering an AI activity begins by signing in to the Saudi Business Center using نفاذ, selecting commercial-registration issuance, choosing the legal form, and adding the artificial-intelligence activity classification. Applicants then enter the establishment, owner, address, and contact details, pay the displayed government fee, and download the digital commercial registration.
Fees at a glance
Issuance fees vary by legal form: SAR 500 for a sole proprietorship, SAR 1,000 for a general or limited partnership, SAR 1,200 for a limited-liability company, and SAR 1,600 for a joint-stock, simplified joint-stock, or foreign-company branch. Updating commercial-registration data costs SAR 100.
A key change takes effect from 3 April 2026: the unified commercial registration will no longer carry an expiry date. Instead of renewing, businesses must complete an annual data confirmation. The confirmation fees generally match the issuance fees — SAR 500 for a sole proprietorship, SAR 1,000 for a partnership, SAR 1,200 for an LLC, and SAR 1,600 for a joint-stock company or foreign-company branch.
The registration itself is a digital record, and no separate annual expiry date applies after the 2026 change. The Saudi Business Center may also link the process to required municipal or sector permits, so entrepreneurs should note that additional licensing fees depend on the specific AI activity and are not included in the commercial-registration fee. For residents and small-business owners eyeing the fast-growing tech sector, the clearer fee structure and simpler annual confirmation aim to make setting up an AI venture more straightforward.
