Saudi Arabia has launched a national Youth Development Strategy under the slogan “Our Youth is Our Wealth,” unveiled in الرياض on 29 January 2024 and running through 2030. The strategy sets out a unified framework to empower young people across social and labor sectors.
The plan targets a demographic that represents about 44% of the Kingdom’s population and 78% of the total workforce. It is built on 5 main pillars and aims to achieve 10 strategic goals, delivered through 20 initiatives and 40 projects covering all youth segments.
Focus areas include economic empowerment, community participation, extended education and lifelong learning, health and wellbeing, and national identity and religious values. The strategy also addresses digital safety, protection from discrimination and violence, equal opportunities, and the empowerment of youth with disabilities.
How it will be delivered
Implementation is coordinated with more than 30 governmental and private entities. Institutional changes include the establishment of a General Administration for Youth Development and the introduction of a professional certificate for youth work to qualify workers and standardize competencies.
The strategy connects to رؤية السعودية 2030, with the goal of raising youth participation in economic and social development and strengthening their global competitiveness. Linked programs include freelance, flexible, and remote work arrangements, alongside initiatives such as Skills Week and the Early Work program for ages 15–24.
For residents and families, this means broader pathways for young people to enter the labor market and build skills. Youth-focused programs and information are accessed mainly through the Ministry of Human Resources and Social Development digital portal and the National Government Services Portal. Available information does not specify exact fees or step-by-step application procedures.
