Saudi Arabia has launched a national Youth Development Strategy under رؤية السعودية 2030, introducing more than 20 initiatives and 40 projects designed to empower young Saudis across every region of the Kingdom. The strategy, overseen by the Ministry of Human Resources and Social Development, aims to expand opportunities in employment, skills, and community participation.
The strategy rests on five main pillars: economic empowerment, community participation, education and lifelong learning, health and well‑being, and national identity and values. It sets out 10 strategic goals, including raising youth contribution to national development, expanding participation in the labor market, and preparing young people for the jobs of the future.
New body and professional pathways
To manage delivery, a General Administration for Youth Development has been established within the Ministry to oversee the initiatives and coordinate youth policies nationwide. The strategy also introduces a professional certificate in youth work, aimed at qualifying specialists and standardizing competencies across the youth sector.
The initiatives align with the Human Capability Development Program under رؤية السعودية 2030, which focuses on improving education quality, expanding vocational training, and increasing young people's readiness to enter the workforce. Supporting measures include incentives for flexible work, diversified contracts, daycare support, and competitive leave in youth‑friendly workplaces.
For job seekers, the Job Search Subsidy Program offers a graduated monthly payment starting from 2,000 ريال سعودي, paid over 15 months, to support unemployed applicants — many of them young. Training is delivered through platforms such as Doroob for online courses and employability skills, while the Waad National Training Initiative targets 3 million training opportunities by 2028 in partnership with public and private entities. A Sector Skills Councils Initiative, made up of 13 sectoral councils and more than 200 industry members, provides labor‑market aligned skills frameworks.
For young residents and families across الرياض, جدة, and beyond, the programs offer clearer routes into employment, training, and community life — a practical extension of the Kingdom's wider human capital ambitions.
