Saudi Arabia Launches Youth Development Strategy to 2030

Saudi Arabia's Ministry of Human Resources and Social Development has introduced a General Youth Development Policy — a strategic framework designed to strengthen young people's role in achieving the goals of رؤية السعودية 2030. The strategy runs until 2030 and targets Saudis aged roughly 15 to 34, covering students, university learners, early-career professionals, and job seekers.

The framework is built on five main pillars: economic empowerment, community participation, education and lifelong learning, health and wellbeing, and national identity and values. It sets out 10 strategic objectives and more than 20 initiatives organized into around 40 projects, delivered through partnerships with over 30 government and private entities.

It is worth noting that the policy is a strategic framework rather than a paid service. There are no individual fees in ريال سعودي announced for youth to "join" the strategy, and no subscriptions or fines are tied to participation.

How youth can take part

Participation is supported mainly through existing national programs and e-services. These include the Youth Empowerment section on the Ministry's online portal, the Doroob e-training platform for skills and employability courses, the Tamheer program offering on-the-job training for graduates, and the Hadaf Leadership Academy alongside other Human Resources Development Fund programs.

The strategy also focuses on improving youth-related regulations and protections in the labor market, enhancing youth participation in decision-making across government, private, and non-profit institutions, providing financial support and incentives for youth-led initiatives, and creating professional certification pathways for those working in the youth-development field.

For young residents and families, the move signals a clearer pathway into training, employment, and community involvement — accessed through official channels already in operation rather than new enrollment platforms.
