Saudi Youth Development Strategy Launched to 2030

The Ministry of Human Resources and Social Development launched a national Youth Development Strategy in Riyadh on 29 January 2024, under the slogan “Our Youth is Our Wealth.” The strategy sets a framework for youth empowerment and development that runs through 2030.

The strategy targets a group that represents roughly 44% of the Kingdom's population and about 78% of the total workforce, underscoring the central role of young people in the country's economic and social future.

What the strategy includes

The framework is built on 5 main pillars and 10 strategic goals, aimed at increasing youth contribution to development and expanding their social and economic participation. It brings together more than 20 initiatives and around 40 projects covering different youth segments and regions of the Kingdom.

Alongside the strategy, a “General Policy for Youth Development” was introduced as a guiding national framework to unify efforts across the government, private, and non-profit sectors under رؤية السعودية 2030. The policy focuses on economic empowerment, community participation, education and lifelong learning, health and well-being, and identity and national belonging.

The initiatives span skills development, workforce qualification, entrepreneurship, and volunteering, with incentive packages designed to create enabling work environments—particularly in the non-profit sector. Delivery is being coordinated through the Ministry in partnership with more than 30 public, private, and non-profit entities to improve regulations related to youth work and boost participation in decision-making.

For families and young residents, the strategy signals expanded opportunities in training, employment, and community engagement over the coming years, with programs and information available through the Ministry's official channels.
