Saudi Arabia Leads MENA With 26% of Investors in H1 2026

Saudi Arabia captured the largest share of investors in the Middle East and North Africa during the first half of 2026, accounting for 26% of the region's total investor base — the biggest slice among all MENA countries. The figure reflects participating venture investors in regional deals during the period, rather than total capital deployed.

Startups in the Kingdom raised roughly USD 219–259 million in venture funding over the same six months, placing Saudi Arabia second in MENA by funding volume after the UAE. Domestic backers led the way, supplying around 74% of the capital deployed into Saudi startups. The Kingdom completed 72 venture capital deals in H1 2026 — about 34% of all MENA VC deals — with venture investments reaching roughly SAR 821 million.

Wider indicators point to sustained momentum. some 16,645 investment licenses were issued in the first half of the year. New investment registrations reached 7,729 in the first quarter of 2026, a 50% jump compared with the same quarter of 2025. Foreign direct investment inflows in Q1 2026 stood at SAR 26.6 billion, up 2.4% year on year, lifting cumulative FDI stock to about SAR 1.123 trillion.

Why it matters for residents and businesses

For entrepreneurs and companies in Riyadh, Jeddah and beyond, the trend signals an expanding market and easier entry pathways. Investors typically begin by creating an account on the وزارة الاستثمار licensing portal, submitting an application with documents such as commercial registration and financial statements, then paying the license fee in ريال سعودي electronically. After the license is issued, the company is registered with the Ministry of Commerce.

Ongoing operations connect to the Kingdom's digital services, including قوى for labor and HR, مقيم for residency and visas, أبشر for individual government services, ناجز for commercial court matters, نفاذ for digital identity, Balady for municipal premises licenses, توكلنا for government service access, and Etimad for procurement and payments.
