Saudi FDI Inflows Hit SAR159bn in 2025, Up 33.5%

Foreign direct investment (FDI) inflows into Saudi Arabia reached SAR159.1 billion in 2025, a 33.5% increase compared with SAR119.2 billion in 2024,

The jump reflects growing international interest in the Kingdom's market across sectors as the country continues to expand opportunities for foreign businesses.

How foreign investment registration works

Foreign investment registration is managed through the Ministry of Investment. The registration fee is not fixed in advance; instead, it is determined by the Ministry after an application has been approved. Investors must pay the approved fee within 15 business days of receiving the payment notification. If payment is not made within that period, the application becomes void.

Once an investment is registered, companies can proceed with incorporation through the Ministry of Commerce. Fees vary by company type: SAR1,200 for a limited liability company, SAR1,600 for a joint-stock or simplified joint-stock company, and SAR1,000 for a general partnership. The incorporation service is delivered electronically, with a stated processing time of up to 72 hours.

For residents and expats considering starting or joining a business in the Kingdom, the figures point to a steadily widening market, while the streamlined electronic processes make setting up a company faster and more predictable than before.
