Saudi Arabia to Ban Syringe-Style Cosmetics in 2027

Saudi Arabia will prohibit cosmetic products packaged in syringes starting 1 January 2027, under new rules that tighten how skincare and beauty items are sold and marketed across the Kingdom. Cosmetics intended for external use will no longer be allowed to circulate in syringe-style packaging.

Manufacturers, importers, and other establishments have been given a grace period that ends on 31 December 2026 to either withdraw affected products from the market or bring them into full compliance with the new requirements.

Ampoules and vials will remain permitted, but only under new labelling conditions. Labels must state clearly, in both Arabic and English, that the product is for external cosmetic use only and must not be injected. They must also warn users to avoid contact with the eyes and to open the packaging carefully.

Advertising restrictions

The rules also target marketing. Advertising and promotional materials for these products must not suggest that they can be injected or delivered through any device that penetrates the skin. The aim is to remove any implication that external cosmetics are meant for injection.

For residents and shoppers, the changes are designed to reduce the risk of misuse. Packaging that mimics medical injection tools can lead consumers to use products in unsafe ways. By requiring plain-language warnings in two languages and banning syringe-style packaging, the measures make it easier for buyers to understand that these products are for the skin's surface only.

Retailers and beauty businesses across Riyadh, Jeddah, and other cities have until the end of 2026 to update their stock and packaging before the ban takes effect.
