Saudi Arabia has updated four tourism regulations in September 2026 in a move aimed at improving service quality and giving investors greater flexibility. The updates cover travel and tourism services, tourist guides, hospitality facilities, and private hospitality units.
Under the revised Travel and Tourism Services Regulation, licensing categories have been simplified and the range of permitted services expanded. Investors now have more operational flexibility, including multiple options for license duration. The rules also clearly define the rights and obligations of service providers and tourists, covering reservations, payment, and electronic marketing. Applications and renewals are processed through the Ministry of Tourism electronic portal on GOV.SA.
The updated Tourist Guide Regulation simplifies licensing categories and now allows licensed guides to work across multiple regions and multiple specializations, rather than being limited to a single area or field. The requirements place greater emphasis on professional qualification and digital integration with tourism systems.
Hospitality standards strengthened
The Hospitality Facilities Regulation, which covers hotels, hotel apartments, resorts, and other tourism accommodation, strengthens security and safety requirements, workforce qualification standards, and electronic integration. Facilities must support online booking and electronic payment. New specialized categories have been introduced, with classification more closely tied to licensing and operational quality, linking star ratings to service standards and compliance.
For municipal commercial-activity licenses covering hotels, furnished apartments, and residential resorts, fees for issuing these licenses were canceled effective 4 September 2024. Operators must still hold both a Ministry of Tourism hospitality license and a municipal commercial license.
The changes matter for residents and visitors alike, as they aim to raise the overall quality of tourism services across the Kingdom while making it easier for businesses to invest and operate in the sector.
