Saudi Arabia Updates Four Tourism Regulations

Saudi Arabia has updated four key tourism regulations in a move aimed at raising service quality and giving investors greater flexibility across the sector. The revised rules cover travel and tourism services, tourist guiding, hospitality facilities, and private hospitality units.

Under the travel and tourism services regulation, licensing categories have been simplified and the range of permitted services expanded. The update introduces multiple licence-duration options and clarifies the rights of both service providers and tourists.

For tourist guiding, categories have been streamlined, and guides may now work across multiple regions and specialisations. The rules address licensing, renewal, qualification exams, direct contracting, booking records, prices, payments, cancellations, and refunds.

The hospitality facilities regulation updates licensing, classification, operations, safety, workforce qualifications, electronic integration, online booking, payments, and marketing requirements, while introducing specialised accommodation categories. This amended regulation is scheduled to take effect on 1 July 2027, followed by a 90-day compliance period.

What it means for you

Private hospitality units will shift from a permit system to formal licences, with revised property eligibility rules, safety standards, operating duties, and tourist rights. Existing permit holders generally have 90 days to transition to the new licences.

Existing travel-service providers and tour guides generally have 180 days to comply with the updated requirements. The changes are expected to improve the experience for residents and visitors alike, while opening clearer paths for businesses entering the tourism market. Exact licensing fees, application steps, licence validity periods, and official application channels were not specified in the available announcement.
