Saudi Building Permits Rise 4.4% in July 2026

Saudi Living reports that the number of building permits issued across the Kingdom reached 5,828 in July 2026, reflecting continued momentum in the construction sector. The figure marks a 4.4% increase compared with the 5,582 permits issued in July 2025.

The July total also represents a notable monthly jump of 15.5% over the 5,045 permits issued in June 2026, pointing to a strong start to the third quarter for construction and development activity nationwide.

How permits are issued

Building permits are processed through the Balady platform. Applicants begin by logging in via Unified National Access (Nafath), then select Building Permit Services and choose either a Building Permit or a Fencing Permit. The process requires identifying the owner and applicant, selecting the survey decision, completing the required fields, and submitting the request to the engineering office.

After approval, a municipal fees invoice is issued, and the permit is released once payment is made. The permit is not valid for use until the insurance policy payment is complete. For applications submitted after 25 June 2025, insurance documents are issued through the beneficiary journey on Balady.

Validity and renewal

Building licenses remain valid for three years. A permit can be renewed when 30 days or fewer remain before expiry, with renewal adding one additional year of validity.

Residents and developers can access the service through the Balady app, the Balady website, by calling 199040, or via WhatsApp on 0548368888 / 0126149779. The steady rise in permit numbers signals ongoing housing and development opportunities for communities in Riyadh, Jeddah, and beyond.
