Saudi Arabia's special economic zones (SEZs) now offer investors a markedly lighter tax, customs, and labor framework than the mainland, with the incentives becoming legally binding after comprehensive bylaws entered full force on 16 April 2026. Five zones are currently active: King Abdullah Economic City (KAEC), Ras Al-Khair, Jazan, the Riyadh Integrated Special Logistics Zone (SILZ) at Riyadh airport, and the Riyadh Cloud Computing Zone.
The headline difference is corporate income tax. On the mainland, foreign-owned companies pay 20%. Inside KAEC, Ras Al-Khair, Jazan, and the Cloud Computing Zone, the rate falls to 5% for up to 20 years, subject to license and activity conditions. The most generous offer is at SILZ, where eligible companies pay 0% corporate income tax for up to 50 years.
Zakat, withholding tax, and VAT
SEZ-licensed entities are removed from the Zakat regime even when Saudi or GCC-owned, unlike comparable mainland companies. On profit repatriation, KAEC, Ras Al-Khair, and Jazan offer 0% withholding tax on dividends and certain outbound payments, while SILZ provides relief on qualifying payments. On the mainland, withholding tax reaches up to 15%, with a recent cut to 5% for technical services and consulting payments from 2026.
VAT also differs. The standard 15% rate applies across the mainland, but goods supplied from the mainland to licensed SEZ entities under customs suspension, or moved between licensed entities within or across zones, can be zero-rated where conditions are met. Customs duties are suspended, deferred, or exempted on eligible equipment, machinery, and production inputs entering the zones; goods later moved into the wider Saudi customs territory are treated as imports and taxed at normal rates.
For employers, several zones offer expat levy relief, commonly a five-year exemption, alongside more relaxed Saudization requirements. For residents and businesses weighing where to invest, the zones signal a clearer, rules-based path to setting up under one of the region's most competitive incentive packages.
