Saudi Maritime Sector Stays Resilient Amid Global Shifts

Saudi Arabia's maritime sector has continued to operate steadily despite ongoing disruptions to global trade and shipping, supported by a clear and published framework of port fees and licensing requirements covering ports and harbors affiliated with the Saudi Ports Authority.

The official tariff spans a broad range of services, including vessel dues, cargo handling, pilotage, tugboats, barges, water supply, electricity, and related support operations. Listed port-service tariffs reach up to SAR 1,000,000, while waste-disposal charges are set at SAR 100. General-cargo loading or unloading between a vessel and the berth is priced from SAR 20, whichever is higher.

For passengers, a departing-passenger charge of SAR 50 applies. Hajj and Umrah travelers are exempt from the specified port fees, a measure that supports the large seasonal flow of pilgrims arriving and departing through the Kingdom's ports.

Licensing for maritime businesses

Companies looking to enter the sector can reference clearly listed licensing costs. The Saudi Business Center sets a fee of SAR 30,000 for licensing maritime transport and shipping-agency activity within Saudi ports. A separate fee of SAR 30,000 applies to authorizing licensed maritime agents to represent shipowners or operators before ports and government entities.

For the community, these published tariffs bring transparency to a sector that underpins imports, exports, and the broader supply chain that keeps goods moving to markets and homes across the Kingdom. Clear fee structures help businesses plan costs and encourage investment in shipping and port services.

Comprehensive assessments of the sector's full-year resilience, detailed estimates of disruption impact, and the validity periods for every maritime license were not available in the official material reviewed.
