Saudi Arabia has introduced its first formal framework for beach operators along the Red Sea, setting new standards for licensing, safety, environmental protection, public health, infrastructure, and daily operations. The framework took effect in February 2026 following the announcement cycle in late 2025 and January 2026.
Under the new rules, beach operators must apply through the Saudi Red Sea Authority's electronic platform. Applications require a set of core documents, including commercial registration, an occupancy certificate, an environmental operating permit, civil liability insurance, approved lifeguard and rescue-equipment lists, marine-craft and permitted-activities details, an approved beach safety plan, and a carrying-capacity assessment.
Before opening, operators must clear several gates: environmental permitting from the National Center for Environmental Compliance, compliance with the Saudi Building Code, and any required heritage or archaeological assessments. Day-to-day operations must include trained lifeguards, emergency and safety equipment, clear separation of swimming and boating areas, proper signage, hygiene and accessibility standards for restrooms and changing rooms, waste control, environmentally friendly materials, ongoing environmental monitoring, and incident reporting.
Validity and transition
Beach-operating licenses are valid for two years, and beach classification tiers also carry a two-year validity. Existing operators were given a one-year transition period to bring their sites into line with the new requirements.
Alongside the framework, a digital guide to coastal tourism activities was launched, covering licensing procedures, permitted activities, and service directories. For residents and visitors, the changes aim to raise safety and cleanliness standards at Red Sea beaches while protecting fragile coastal environments as tourism along the coast continues to grow.
