Saudi Arabia has extended its tax penalty waiver initiative through the end of 2026, giving businesses and investors more time to settle overdue obligations without paying financial penalties. The initiative — “Cancellation of Fines and Exemption of Financial Penalties” — covers Zakat, Value Added Tax (VAT), Corporate Income Tax, Withholding Tax, Excise Tax, and Real Estate Transaction Tax.
The waiver applies to financial penalties only. The principal tax amounts due are not waived and must still be paid in full. Covered penalties include those for late registration, late filing of returns, late payment of tax liabilities, corrections to VAT returns, and violations found during field audits, including e-invoicing and general VAT compliance issues.
The 2026 structure runs in two phases: the first from 1 January to 30 June 2026, and the second from 1 July to 31 December 2026. Only penalties linked to tax returns due on or before 30 June 2026 qualify. Penalties tied to returns due after that date are excluded.
What businesses need to do
To benefit, a taxpayer must be registered under the relevant tax systems, submit all outstanding returns due before 30 June 2026, and pay the full principal amount — either in a single payment or through an approved installment plan requested during the initiative window. Installment plan applications must be filed within each phase, and the plan remains valid as long as all installments are paid on schedule. Taxpayers must also stay compliant with no new violations during the period.
Some cases are excluded. Tax evasion penalties are not covered, penalties already paid before the initiative took effect are not refundable, and certain sanctions remain outside the scope. For Saudi Arabia's growing base of investors and small and medium enterprises, the extension offers a practical window to regularize tax positions and avoid accumulating fines.
