Tax Fine Waiver Extended to End of 2026 in Saudi Arabia

Businesses in Saudi Arabia have been granted more time to settle overdue tax obligations after the tax fine and penalty waiver initiative — known as the “Cancellation of Fines and Exemption of Financial Penalties” — was extended until 31 December 2026. The current extension window runs from 1 July 2026 to 31 December 2026.

The initiative applies across all major Saudi tax systems, including Value Added Tax (VAT), Zakat, Corporate Income Tax, Withholding Tax, Excise Tax, and Real Estate Transaction Tax where the relevant fines fall under general tax laws.

Which penalties are covered

The waiver covers late registration fines, late filing of tax returns, late payment penalties on principal tax amounts, VAT return correction fines, and certain e-invoicing field inspection violations when conditions are met. Penalties included in an installment plan approved during the initiative period may also be waived, provided the installments are paid on time.

Some penalties remain excluded. These include tax evasion violations across all tax types, fines under Article 45 of the VAT Law, fines already paid before the initiative took effect, and penalties tied to any return due after 30 June 2026 — which stay excluded even under any future extension.

How businesses qualify

To benefit, a business must be registered with the tax authority for the relevant tax types, submit all outstanding returns due on or before 30 June 2026, and pay the full principal tax debt — either as a lump sum or through an approved installment plan applied for within the initiative period. Installment applications must be submitted by 31 December 2026, and all installments must be paid on schedule to keep the waiver.

For the community, the extension offers a practical route to regularize past non-compliance, such as late VAT registration, late filing, or late payment, by settling only the principal tax while securing full or substantial cancellation of related penalties.
