104 Commercial Concealment Cases Uncovered in June

The National Program to Combat Commercial Concealment uncovered 104 suspected commercial concealment violations during June 2026, following more than 4,500 inspection visits carried out across the Kingdom in the same month.

Commercial concealment refers to any agreement or arrangement that enables a non-Saudi to practice an economic activity they are not authorized to conduct, using a license or approval issued in the name of a Saudi party. It remains one of the key targets of ongoing market oversight.

Penalties and enforcement

Under the Anti-Concealment Law, violations can carry imprisonment of up to five years and fines reaching SAR 5,000,000. Penalties also include confiscation of illicit funds after final court rulings, shutdown and liquidation of the business, cancellation of commercial registration and licenses, a ban on commercial activity for up to five years, and payment of all due zakat, taxes, and fees. Convicted non-Saudis face deportation and a ban on returning for work for a set period.

For certain violations, fines can reach SAR 500,000 with business closure for up to 90 days. Repeated offenses may see imprisonment and fines doubled at the court's discretion.

Reports of suspected concealment are received by the Ministry of Commerce, the primary authority implementing the law and supervising the national program. In the second quarter of 2025 alone, the Ministry received 1,704 reports and conducted more than 8,000 inspection visits in central markets and several sectors.

Whistleblowers are eligible for up to 30% of the collected fine once the verdict becomes final, and their identity and data are protected and kept out of case files. The measures matter to the community by protecting fair competition and supporting legitimate businesses across Riyadh, Jeddah, and other cities.
