Saudi Arabia's Minister of Health has approved a new leadership and organizational structure for the Kingdom's regional health clusters, a move aimed at strengthening the integration of healthcare services and improving the quality of care nationwide. The decision forms part of the ongoing health transformation model.
Under the approved framework, the regional health-branch structure includes 17 branches and 3 offices located in specific governorates. These branches and offices will act as the Ministry's local representatives across the regions and governorates of the Kingdom.
The reform is tied to a broader shift in how healthcare is delivered in Saudi Arabia. The transformation model has moved to 20 regional health clusters, with all 20 established by November 2024. These clusters are being organized under the Health Holding Company, while the Ministry of Health increasingly focuses on its role in regulation and oversight rather than direct service delivery. The transition to the Health Holding Company is set to continue through 2027.
Why it matters
The stated purpose of the new structure is to improve service integration, raise the quality and efficiency of care, and ensure greater consistency of health services across the country. For residents and expatriates in cities such as Riyadh and Jeddah, the changes are intended to create a more coordinated healthcare experience, where local branches represent the Ministry and clusters manage service delivery.
As the transformation continues in phases toward 2027, patients across the Kingdom can expect a system designed around clearer roles: the Ministry setting standards and providing oversight, and health clusters delivering integrated care under a unified operating model.
