Madinah Tourist Facility Fined SR750,000 and Closed

Inspectors have imposed a fine of SR 750,000 and ordered the full closure of a tourist hospitality facility in the Madinah region after documenting multiple regulatory violations, most notably operating without a valid license and repeating the same breach.

The penalty was issued as a single administrative sanction under tourism law and its executive regulations, which allow fines of up to SR 1,000,000, closure, or both for such violations. The facility must remain completely closed until the violation is rectified, meaning it cannot resume operations until it obtains and maintains a valid tourism and hospitality license and corrects all breaches.

The decision also requires the violation and the sanction to be published in a local newspaper or another suitable public medium at the violator's expense, as part of the enforcement measures.

Why it matters

Recent enforcement in Makkah and Madinah has included intensified inspection campaigns targeting hotels, furnished apartments, temporary Hajj accommodation, travel agencies, and other tourism activities. Sanctions range from SR 2,000 to SR 14,000 for general violations, and reach up to SR 1,000,000 plus closure for serious or repeated licensing breaches. For temporary Hajj-related accommodation, fines currently range from about SR 1,000 to SR 50,000, with possible temporary closure or license revocation for repeated offenses.

Penalty amounts now scale with the size of the establishment: 25% of the base fine for micro operators, 50% for small, 75% for medium, and 100% for large operators, with higher penalties for repeat offenses and Hajj-season breaches. Operating without a valid license — or continuing after license expiry, suspension, or revocation — is classified as a regulatory violation punishable by fines, closure, or both, particularly in first-tier cities including Madinah.

The message for operators is clear: securing and maintaining a valid license before offering hospitality services is essential to avoid heavy fines and forced closure.
