Authorities in Riyadh arrested a Saudi man in August 2026 after a video circulated showing him sexually harassing a woman inside a supermarket and assaulting another person. Legal procedures were initiated against him under the applicable laws and regulations.
Police investigations indicated that the man suffers from mental or psychological disorders. The case falls under Saudi Arabia's Anti-Harassment Law, which defines harassment as any statement, act, or sexual gesture toward another person that affects the body, honor, or modesty by any means, including modern technology.
What the law says
For a first-time harassment offense, the law sets a maximum penalty of imprisonment of up to 2 years and a fine of up to 100,000 SAR, or either penalty. For aggravated or repeated offenses — such as repetition, or where specific protected categories or locations are involved — the penalty can reach imprisonment of up to 5 years and a fine of up to 300,000 SAR, or either penalty.
The law also penalizes provocation, agreement, or assistance in committing harassment with the same penalties as the basic offense, and penalizes malicious false reports with the penalty prescribed for the crime itself. As of August 2026, the statutory maximum fines and prison terms remain in force with no publicly announced changes.
Anti-harassment cases are handled through criminal investigation by police, referral to the Public Prosecution, and adjudication by the competent criminal courts. For the general public, case follow-up in matters of this type proceeds through official justice and interior-ministry channels rather than public service platforms. The case is a reminder to residents that harassment in public spaces is treated as a serious criminal offense across the Kingdom.
