Saudi authorities have set administrative fines reaching up to SAR 5,000,000 for failing to take the necessary measures to contain leaks that pollute the marine or coastal environment, as part of a wider framework to protect the Kingdom's coasts and waters.
Under the rules, the fine for a spill-containment breach is graduated and set case by case within a band of SAR 50,000 to SAR 5,000,000. The exact amount depends on the extent of environmental damage, including the volume and spread of the pollutant and the ecological sensitivity of the affected area.
The same executive regulation for the marine and coastal environment allows even higher penalties for the most serious violations. Disposing of hazardous waste into the marine environment can draw fines of up to SAR 20,000,000, separate from the SAR 5,000,000 cap that applies specifically to failures to contain spills. Dumping ordinary, non-hazardous waste can start from about SAR 2,000 for minor cases and rise sharply for larger or repeat offences.
The regulation requires environmental permits for coastal and offshore works, mandates reporting of incidents and spills, and lists prohibited discharges and harmful activities. Repeat violations can lead to higher fines within the same band and may trigger suspension or revocation of licences, especially where an operator repeatedly ignores containment duties or works without the required permits.
Why it matters
These penalties sit within the national Environment Law framework, which sets general maximum fine tiers of SAR 100,000, SAR 5,000,000, SAR 20,000,000 and SAR 30,000,000 depending on the gravity of the violation. For serious environmental crimes causing major damage to water resources or the marine environment, criminal penalties can reach up to 10 years' imprisonment and fines of up to SAR 30,000,000. The framework also applies scaled fine reductions for individuals and micro and small entities in less serious cases, balancing deterrence with fairness.
