The Ministry of Municipalities and Housing is offering a contractor qualification service for the municipal sector through the Balady Business platform, giving contracting firms a fully online way to complete accreditation. the service has been available online since November 29, 2023, and firms have a grace period until June 30, 2027 to complete qualification and accreditation requirements.
To be eligible, an applicant must hold a valid commercial registration, a valid municipal license, a classification certificate, the required memberships, and the necessary technical staff and experience. Applicants complete the required data and upload their documents directly on Balady Business.
The process starts by logging in to Balady, opening the services list, and selecting Baladi Business. Users then register as a service provider, submit an accreditation request, and follow the qualification workflow until accreditation is issued. The listed response time is 24 hours, and platform support is available through 199040.
Why it matters
Moving qualification online reduces paperwork for contracting firms working in the municipal sector and creates a clearer, trackable path to accreditation. A related Balady service lets establishments handle City Service Providers Classification by entering their unified national number or license number, verifying the establishment, selecting the technical grade, and completing technical evaluation requests.
The classification workflow is tied to the Technical Standards Certificate requirement, and Balady serves as the official portal for the Contractors Classification Certificate, digitally linked for the technical score. Contracting firms are encouraged to begin their qualification early to meet requirements well before the 2027 deadline.
