Human Capability Program Boosts Youth Jobs

The Human Capability Development Program, one of the programs of رؤية السعودية 2030 and run under the Ministry of Human Resources and Social Development, is focused on lifting youth employment and helping fresh graduates move into the labor market through skills development and closer alignment with employer needs.

A key part of this effort for job seekers is the Graduate Development program, known as Tamheer, delivered through the Human Resources Development Fund. Tamheer offers eligible graduates on-the-job training with a monthly stipend of 3,000 ريال سعودي for a period of three to six months.

No waiting period after graduation

Graduates can apply to Tamheer immediately after obtaining their degree, with no required waiting period. To receive the stipend, applicants must use a bank account inside Saudi Arabia that is licensed by the Saudi Central Bank; other accounts are not accepted.

Enrolling is done online. Applicants visit the Human Resources Development Fund website, choose the e-services section, sign in as an individual and log in through نفاذ, then open the programs list and select On-the-Job Training. From the training opportunity dashboard, they can apply for a placement or withdraw from one.

For the community of recent graduates in الرياض, جدة and beyond, the program matters because it provides a structured first step into the workplace with income support while building practical experience. There is no stated government fee for the trainee application itself, making it an accessible route for young Saudis entering the job market for the first time.
