Jeddah Advances Urban Upgrades Under New Mayor

Jeddah is pressing ahead with urban development and infrastructure upgrades under its newly appointed mayor, Ehsan Bafaqeeh, who assumed his duties in July 2026. He has said that municipal services, fieldwork, and residents' quality of life are top priorities as the city moves through a major growth phase.

The stated focus is on maintaining a fast work pace, raising the municipality's readiness, and keeping up with the city's urban and economic expansion. For residents and business owners, that translates into ongoing improvements across neighborhoods and services.

Municipal services and contacts

Balady remains the main municipal channel and the official platform for municipal services, fee calculators, and related applications. An official fee calculator is available through Balady, and the service is listed as free of charge. For customer care, residents can call Balady on 199040, while municipal reports and complaints can be submitted via 940.

Jeddah Municipality's office phone is listed publicly as 00966126149999, and the city's postal code is 22231.

White land fees still in effect

The white land fee rules in Jeddah remain active. Under the program, payment is required within one year of a fee being issued, with a penalty of up to 100% for non-payment. The program has applied its phases to white land in Jeddah as follows: phase one covers undeveloped land of 10,000 square meters or more; phase two covers developed land of 10,000 square meters or more; and phase three covers developed land of 5,000 square meters or more, as well as total developed land reaching 10,000 square meters or more.

The measures matter to landowners and investors, as they affect obligations tied to large plots across the city and support the wider goal of accelerating development in Jeddah.
