New executive regulations governing the delivery of orders and goods by motorcycle are now in force across Saudi Arabia, marking a shift from an earlier trial phase to a fully regulated activity supervised by the Transport General Authority (TGA).
Under the framework, the activity is restricted to licensed establishments holding a valid TGA permit, and individuals are not permitted to operate independently. Companies that obtained licences during the experimental phase remain licensed, while the temporary freeze on new app-based delivery licences has now been replaced by this permanent regulatory framework.
Driver requirements
All motorcycle delivery drivers must hold a valid motorcycle driving licence and meet the general conditions set by the General Department of Traffic. Non-Saudi drivers must be employed by a licensed light transport company and are required to wear a standardized uniform while on duty. Freelance app-based delivery is limited to Saudis only and is being gradually restricted further to prioritize Saudi workers. Delivery applications must also use face-verification technology linked to TGA systems to confirm driver identity before they begin working on a platform.
Bike and safety standards
Motorcycles used for delivery must not exceed a maximum operational age (commonly four years from the year of manufacture) and must hold a valid operating card, a periodic technical inspection, and insurance covering civil liability to third parties. They must also be fitted with a closed rear delivery box meeting TGA design standards, including a separate space for beverages to prevent contamination, along with a front windscreen and proper mounting for mobile devices.
The rules ban carrying heavy loads, transporting hazardous materials, and carrying passengers, and prohibit operating on roads restricted by Traffic and TGA regulations. Riders are also required to wear full personal safety gear while on duty.
For residents and businesses that rely on delivery daily, the new framework aims to raise safety on the roads, improve service quality, and bring clearer accountability to a fast-growing sector.
