Opening a Restaurant or Cafe in Riyadh: Licences & Steps

Planning to open a restaurant or coffee shop in Riyadh involves a clear sequence of digital licences and registrations, most of which can now be completed online. Here is how the process works for entrepreneurs and small business owners in the capital.

The journey usually starts with the Commercial Registration (CR), issued through the Ministry of Commerce and Saudi Business Center platform (business.sa) and authenticated via نفاذ. Applicants reserve a trade name, select the restaurant or coffee shop activity, enter partners and capital, then issue the CR and pay online. Government fees for a one-year main CR start at around 500 ريال سعودي plus Chamber of Commerce membership, and the CR is typically issued instantly once payment and data are validated. It is valid for one year and renewable online.

Foreign-owned outlets need an additional step: a licence from وزارة الاستثمار must be obtained first, fully online through the investor portal, with standard applications processed in about two to four working days. Only after that can the CR be issued.

Businesses must also register their premises with the National Address service via Saudi Post, enroll with GOSI for social insurance, and register with ZATCA for tax. VAT registration is mandatory once annual revenues exceed 375,000 ريال سعودي, at the standard 15% rate.

Municipality and food safety approvals

The municipality (Baladiya) licence is issued through the Balady platform under Amanat Riyadh. Owners link their CR, specify the activity and location, and appoint an approved engineering office to upload fit-out drawings and compliance documents. Restaurants normally require a municipal review rather than an instant licence, and the overall timeline from fit-out permit to activity licence is typically four to ten weeks.

Before serving any food, a food facility licence from the Saudi Food and Drug Authority (SFDA) is required, obtained through its electronic licensing portal. Getting each step in the right order helps owners avoid delays and open on schedule.
