Saudi Arabia's Public Investment Fund approved a new strategy covering 2026 through 2030, marking a shift from its earlier growth phase toward a sharper focus on domestic economic ecosystems and stronger private-sector participation. The approval came in April 2026, and the plan continues to underpin the fund's long-term ambition of reaching $2 trillion in assets by 2030.
Under the updated approach, the fund aims to direct about 80% of its investment domestically, while keeping roughly 20% in international exposure. Activity is now organized into three portfolios: Vision, Strategic, and Financial.
The Vision portfolio centers on six ecosystems: tourism, travel and entertainment; urban development and livability; advanced manufacturing and innovation; industrials and logistics; clean energy, water and renewables infrastructure; and NEOM. Together, these areas reflect the fund's role in building sectors tied to daily life for residents across the Kingdom.
Why it matters
The strategy emphasizes value creation, capital recycling, and greater private-sector involvement, rather than continuous state-led project financing. That signals a more disciplined phase, with greater scrutiny of large domestic megaprojects and a stronger focus on projects offering clearer returns.
For residents and businesses in Riyadh, Jeddah and beyond, the direction points toward more opportunities for private companies to take part in major projects, and a steadier pipeline of investment across tourism, industry, housing, logistics and clean energy in the years ahead.
