Saudi Arabia's Public Investment Fund is advancing a new 2026–2030 strategy that shifts its role from being the primary buyer and builder of projects toward acting as a platform architect, with private operators, developers, financiers, and investors expected to lead delivery, operations, and expansion.
The strategy is built around two main portfolios. The Vision Portfolio focuses on building six integrated domestic economic ecosystems and is designed to attract private capital alongside PIF-anchored companies. The Strategic Portfolio optimizes liquidity through strategic listings, divestments, and capital-market activity, gradually handing non-strategic assets over to the private sector.
The six domestic ecosystems under the Vision Portfolio cover tourism, travel and entertainment; urban development and livability; advanced manufacturing and innovation; industrials and logistics; clean energy, water and renewables infrastructure; and NEOM. Under the plan, the fund deploys capital selectively to establish scale, de-risk early stages, and anchor demand. As ecosystems mature, private operators, manufacturers, service providers, and investors are positioned to lead expansion, while the fund recycles capital rather than continuously injecting fresh funds.
The strategy places greater emphasis on investment returns, sustainable capital allocation, and reduced direct state funding, with an expanding role for the private sector as investor, partner, and supplier. Participation is being broadened through dedicated initiatives, including the MUSAHAMA Program for local content and Saudi supplier participation, a private-sector forum and digital platform to match opportunities with firms, the Azm program for capability building, contractor-development and financing schemes, and an Accelerated Manufacturing Program for industrial and technology startups.
For residents and businesses, the shift signals broader opportunities for local firms, suppliers, and job seekers to take part in major projects across tourism, urban development, manufacturing, logistics, and clean energy, as the private sector takes on a larger share of capital deployment and project execution.
