Saudi Arabia's Public Investment Fund approved a new 2026–2030 strategy on 15 April 2026, at a board meeting chaired by the Crown Prince as head of the board. The plan puts investment efficiency and long-term returns at the center of the fund's next phase.
The strategy marks a shift from a growth and acceleration phase to an efficiency and returns framework built around value creation. It focuses on maximizing financial returns, strengthening investment efficiency, increasing private sector participation, and delivering long-term risk-adjusted returns, with more emphasis on optimizing existing assets than on launching large new deployments.
Under the new approach, the fund organizes its holdings into three main portfolios. The Vision Portfolio covers domestic ecosystems and strategic sectors such as tourism and entertainment, urban development and livability, advanced manufacturing and innovation, industrials and logistics, clean energy and water infrastructure, and NEOM. The Strategic Portfolio groups large domestic companies and key assets to be scaled and positioned to compete internationally. The Financial Portfolio holds diversified global investments designed to deliver sustainable long-term returns.
The plan targets roughly 80% of assets in domestic investments and about 20% internationally, down from a previous peak of around 30% abroad. The fund aims to grow from about USD 925 billion in assets under management at the start of the period to around USD 1.45 trillion by the end of 2030, a compound annual growth rate of roughly 9–10%. Net capital deployment is estimated at about USD 20–25 billion
Why it matters
A new SAR 70 billion facility is designed to draw in third-party investment rather than fully funding projects from state money alone, with a stronger focus on capital recycling and a broad mix of funding sources. For residents and businesses, the direction points to expanding roles for the private sector across sectors tied to jobs, tourism, industry, and daily life in the Kingdom.
