Riyadh Fines Builders SR16M for Dust Violations

Authorities in the Saudi capital have imposed fines exceeding SAR 16 million on construction projects for failing to comply with dust and air-quality control requirements, as part of a wider drive to tighten environmental enforcement across the city.

A total of 557 violations were recorded against construction projects within the urban boundaries of الرياض for breaches of the procedural dust-control guide. The action follows enforcement campaigns launched in February in partnership between the Royal Commission for Riyadh City, Riyadh Municipality, and the National Center for Environmental Compliance, which carried out more than 3,000 inspections.

The rules apply to construction sites with a total area of 2,000 square metres or more. Between 11 and 19 dust-control requirements have been adopted for these projects, obliging contractors to use dust suppressants and carry out daily water spraying in areas that generate dust, wash truck tyres before vehicles leave the site, clean surrounding roads regularly, cover loads during transport, and suspend dust-generating works during strong winds.

Projects are also required to install on-site air-quality monitoring devices linked to the city's unified dust-monitoring platform and to submit periodic environmental performance reports. Fines can reach up to SAR 50,000 with the total figure resulting from multiple breaches rather than a single penalty.

The measures matter to residents because construction dust is a significant contributor to air pollution in fast-growing districts of الرياض. Stricter enforcement is intended to improve air quality and reduce the impact of building activity on nearby neighbourhoods, while giving contractors clear obligations to meet under the Kingdom's broader environmental framework.
