The Royal Commission for Riyadh City has launched the fourth phase of its Road Axes Program, a SAR 9.8 billion package designed to ease traffic and expand road capacity across the capital. The new phase covers four projects with a combined capacity of more than 950,000 vehicles
The fourth phase includes 40 kilometres of corridors, 14 major intersections, 33 bridges, 5 tunnels, and 6 pedestrian bridges. Among the key roads is Prince Mishal bin Abdulaziz Road, spanning 6 kilometres with 2 main intersections, 2 bridges, and 4 pedestrian bridges, designed to handle 200,000 vehicles daily. The Western Section of Najmuddin Al-Ayoubi Road extends 13 kilometres with 3 main intersections, 3 bridges, and 2 pedestrian bridges, also with a capacity of 200,000 vehicles
The program has been rolled out in successive groups. The first group launched in August 2024 with four projects at a cost of SAR 13 billion, followed by a second group of eight projects in February 2025 costing over SAR 8 billion. A third group of six projects launched in December 2025, also exceeding SAR 8 billion, with an implementation period of three to four years. The fourth group brings the total investment higher, with construction expected over the coming years.
The corridors are described as capacity and infrastructure upgrades rather than tolled facilities, and no specific fees have been announced for the new fourth-phase segments. For residents and commuters in the capital, the expanded network aims to shorten travel times, reduce congestion at major intersections, and improve safety through additional pedestrian bridges. The upgrades support Riyadh's rapid growth and the wider goals of رؤية السعودية 2030.
