SAR Tenders Phosphate 3 Rail Project Management

Saudi Arabian Railways (SAR) has launched a tender for a Project Management Consultancy (PMC) contract to oversee the Phosphate 3 rail programme, a major expansion aimed at boosting phosphate transport capacity and strengthening mining logistics between Waad Al-Shamal and Ras Al-Khair. The tender was issued in mid-February 2026, with bid submissions due in early April 2026.

The consultancy contract runs for 54 months and covers project management, coordination of design and construction, scheduling, cost control, and interface management across the multibillion-riyal track-doubling and capacity-expansion works on the North-South Railway.

What the programme includes

Phosphate 3 is organised into multiple track-doubling and upgrade packages, delivered under a multi-stage plan spanning roughly four years. Key sections include an approximately 100 km stretch from the AZ1 / Nariyah yard to Ras Al-Khair, and around 150 km connecting the Zabila hub to Ha'il, alongside additional loops, depots, and system-integration works.

One major track-doubling package is valued at more than SAR 4 billion. SAR has already awarded a track-doubling contract exceeding SAR 4 billion for the first section of the phosphate railway in the Eastern Province. That scope adds a second track, modifies alignments, widens culverts, builds utility bridges and hydrological structures, and converts the AZ1 siding into a mainline track. The work was awarded to a local Saudi contractor, Alomaier Trading & Contracting Company, with Swiss firm ARX serving as engineering consultant. ARX is also identified as lead engineering consultant across the wider Phosphate 3 programme.

For residents, the expansion signals continued investment in the Kingdom's rail network and industrial supply chains, supporting the growth of the mining sector as one of the pillars of economic diversification.
