Saudi Arabia has approved the establishment of a national War Risks Insurance Pool for Cargo and Vessels, a mechanism unveiled in early September 2026 to shield supply chains and support the logistics and transportation sectors against war-related risks.
The pool is designed as a state-backed, public–private insurance mechanism operating under the Kingdom's insurance and financial authorities. Participating Saudi insurance companies will share war-risk exposure for eligible cargo and vessels, pooling capacity to cover incidents that global markets often price at high and volatile rates.
Coverage spans cargo moved by land, sea, and air within relevant risk areas, as well as marine hull insurance for war-related damage to ships. It also includes charterers' liability tied to charter operations and protection and indemnity (P&I)-type cover offering broader protection to parties across the transport and trade chain.
Eligible beneficiaries include exporters and importers using Saudi corridors, vessel owners and operators serving Saudi ports and routes, shipping and freight companies, and businesses across cargo movement, logistics, and supply chains, alongside the Saudi insurers taking part in the pool.
Why it matters
The pool specifically targets exposures arising from heightened geopolitical and security risks on key maritime routes, including the Red Sea and approaches to the Gulf of Aden. A proposed financial structure under discussion provides up to SAR 700 million in commercial cover per insured event — such as a vessel seizure or missile strike — with additional backstop capacity from the Saudi Export-Import Bank beyond that layer.
Officials say the initiative aims to boost the local insurance market's capacity to absorb marine and war risks, keep trade and supply chains flowing with stable coverage, curb volatility and high reinsurance costs, and reinforce Saudi Arabia's standing as a global logistics hub.
