Saudi Arabia Launches National AI Risk Framework

Saudi Arabia has moved to strengthen how organizations handle the risks of artificial intelligence with the launch of the National Artificial Intelligence Risk Management Framework by the Saudi Data and Artificial Intelligence Authority (SDAIA) in 2026. The framework offers government bodies and private-sector entities across the Kingdom a single, national method for managing AI risks.

The framework is advisory rather than mandatory, and no fees, paid registration, permits, or licensing steps are required to use it. Its aim is to give organizations a consistent way to identify, assess, treat, monitor, and review the risks that can arise from AI systems.

How the framework works

The framework is built around four stages. First, entities define the context and scope of the AI system. Second, they identify, analyze, and assess the risks involved. Third, they treat and mitigate those risks. Fourth, they continuously monitor and review the system over time. Risk is measured using a unified matrix based on likelihood and impact.

It covers seven main categories of AI risk and is guided by seven core principles, including integrity, privacy, transparency, accountability, fairness, explainability, and security. The framework supports governance across the full AI lifecycle, from design, training, and testing to deployment, operation, monitoring, and incident response.

For the community, the move signals a clearer and more consistent approach to trustworthy AI as the technology spreads across public services, businesses, and daily life. By encouraging organizations to weigh privacy, fairness, and security from the outset, the framework aims to build public confidence in how AI is used. Full details are available through SDAIA's website and its National AI Risk Management Framework publication.
