Saudi Arabia recorded a budget deficit of about SAR 34.3 billion in the second quarter of 2026, Total revenues reached roughly SAR 338.8 billion, while total expenditures came in at around SAR 373 billion.
The deficit was fully financed through borrowing, with no drawdown of government reserves, remaining within the state's general borrowing framework. Borrowing in the second quarter stood at about SAR 34.3 billion, following approximately SAR 125.7 billion in the first quarter, bringing the cumulative half-year deficit to around SAR 160 billion.
On the revenue side, oil revenues contributed about SAR 185.1 billion, while non-oil revenues reached roughly SAR 153.7 billion — around 45% of total revenues. Compared with the same quarter of 2025, total revenues rose by about 12% and total expenditures increased by about 11%, while the overall deficit was slightly lower, by roughly 0.7% to 1%.
Why it matters
The steady growth of non-oil revenues reflects continued efforts to diversify the economy under Saudi Vision 2030, reducing reliance on oil income over time. For residents and businesses, sustained public spending signals ongoing investment in services, infrastructure and development projects across the Kingdom.
