Saudi Arabia Proposes Minimum Hotel Staffing Rules

Saudi Arabia has put forward a draft rule setting a minimum number of employees for tourist hospitality facilities, including hotels, based on each property's classification. The proposal is currently a draft measure open for public consultation and has not been finalised or enforced nationwide.

Under the draft, staffing requirements vary by category. Five-star luxury hotels, resorts, villas and apartments would need three employees while standard five-star properties would need four employees for every five rooms. Four-star hotels would require three three-star two and two-star one One-star and unclassified properties would need one employee

Other accommodation types are also covered. Heritage hotels would follow a ratio of three employees hostels one first-class serviced apartments and holiday homes one and economy-class one

The draft gives existing licensed establishments up to 180 days to comply, while properties upgrading to a higher classification would have up to 90 days. Compliance would be checked using employment records held by the Ministry of Human Resources and Social Development.

The measure is separate from a broader Saudisation and worker-registration policy for licensed tourism establishments that is already in effect. That policy sets phased Saudisation targets of 40% from 22 June 2026, 45% from 3 January 2027, and 50% from 2 January 2028.

Why it matters

For residents and visitors, clearer staffing standards could shape the level of service across the Kingdom's growing hospitality sector, a key part of the tourism drive under Saudi Vision 2030. No fees or charges are attached to the staffing rule in the current draft. An official final implementation date has not been set, though enforcement and penalties are reportedly expected to begin in 2027.
