Saudi Arabia's cybersecurity market reached SAR 16.3 billion in 2025, equivalent to roughly US$4.35 billion, reflecting the Kingdom's rising investment in protecting its digital infrastructure. The sector recorded a compound annual growth rate of 10.7% between 2023 and 2025.
The private sector accounted for the largest share of spending, with SAR 11.2 billion, or 69% of the total market. Government spending reached SAR 5.1 billion, representing the remaining 31%.
The figures point to a steadily expanding market as businesses and public bodies scale up their defenses against digital threats. For residents and companies across the Kingdom, the growth signals wider demand for secure online services, from banking and government platforms to everyday e-commerce.
New licensing fees for 2026
A 2026 licensing framework published by the National Cybersecurity Authority sets out annual fees for specialized cybersecurity providers. Specialized Tier I providers face fees ranging from SAR 300,000 to SAR 1,000,000, depending on company size and each subdomain. Specialized Tier II fees range from SAR 150,000 to SAR 500,000, based on company size.
Providers in the general category pay SAR 50,000 for an application or a renewal. All licensing fees are non-refundable.
The framework underlines how the Kingdom is formalizing standards for the firms that supply cybersecurity services, aligning the market with wider efforts to strengthen digital trust and resilience across sectors.
