Saudi Arabia's Ministry of Finance, through the National Debt Management Center, has agreed with the French export credit body Bpifrance Assurance Export to establish a dedicated credit line of up to USD 5 billion. A joint statement outlining the arrangement was signed on 24 August 2026.
The facility is structured as a "shopping line" designed to finance and refinance existing and future contracts carried out by French companies for projects in Saudi Arabia. The focus is on sectors central to Saudi Vision 2030, including infrastructure, urban development, transport, and healthcare.
The agreement operates at the intergovernmental level and is implemented through the Ministry of Finance and the National Debt Management Center. It is not linked to retail or standard e-government portals used by individuals or domestic firms, and no public application, registration, or fee process has been published for local businesses or residents.
Both sides are still finalizing the operational details of the credit line, working together to ensure prompt implementation that aligns with project timelines. They have committed to regular and structured dialogue for smooth, coordinated execution. As of 25 August 2026, no official public information has been released on pricing, eligibility criteria, application steps, or repayment terms.
Why it matters
The credit line is described as an initial amount of up to USD 5 billion, leaving room for a potential future increase, though no formal revision has been announced. It forms part of a wider strategy by the National Debt Management Center to diversify funding sources. Under the 2026 Annual Borrowing Plan, total funding needs are projected at around SAR 217 billion, roughly 90% of which had been secured before recent geopolitical developments. The Center has also continued issuing SAR-denominated government sukuk throughout 2026. For residents and businesses, the arrangement signals continued momentum on major projects tied to Saudi Vision 2030.
