Saudi Special Economic Zones: 2026 Tax Rules Explained

Saudi Arabia operates four Special Economic Zones (SEZs) designed to attract investment with distinct tax, customs, and licensing benefits. Three are physical zones — the King Abdullah Economic City (KAEC), Jazan, and Ras Al-Khair — while the Cloud Computing and Information Technology SEZ, linked to Riyadh, is a virtual zone.

Under the 2026 framework, licensed companies operating in these zones are subject to Saudi income tax law, while zakat does not apply to licensed entities. Qualifying activities in Jazan, Ras Al-Khair, and KAEC benefit from withholding tax exemptions under the SEZ rules.

On value-added tax, a 0% rate applies to qualifying supplies of goods moving from other Saudi regions to licensed SEZ entities. The same 0% treatment covers supplies between licensed entities in the same or different zones, provided the goods are under customs suspension and tied to licensed SEZ activities. The framework also provides customs duty suspension for qualifying goods moving under the zone rules.

New economic substance rule

A new economic substance requirements regulation took effect on 7 August 2026. It requires licensed entities to prove annually that they maintain adequate premises, assets, full-time personnel physically present in the zone, operating expenditure, and management of the qualified activity from within the zone. Companies must submit an annual disclosure in the form and procedure set by the authority.

Each zone has a distinct sector focus. KAEC targets manufacturing, logistics, pharmaceuticals, and food processing. Jazan concentrates on food processing, metals, and logistics, while Ras Al-Khair focuses on maritime industries, shipbuilding, offshore maintenance, and metals and mining. The Cloud Computing SEZ is geared toward cloud services, data centers, artificial intelligence, and cybersecurity.

For businesses and professionals in the Kingdom, the zones offer a clearer route into targeted industries with defined incentives — a practical part of the wider drive to diversify the economy and expand opportunities across regions.
