Saudi Youth Development Strategy Launched Until 2030

The Ministry of Human Resources and Social Development has launched a comprehensive Youth Development Strategy running until 2030, targeting Saudi youth across all regions of the Kingdom. Youth currently make up 44% of the total population and 78% of the total workforce, placing them at the centre of national development efforts.

The strategy is built on five main pillars and aims to achieve 10 strategic goals covering youth participation, development and empowerment. Its priority areas include economic empowerment, community participation, education and lifelong learning, health and wellbeing, and national identity and values.

To put the plan into action, the framework includes 20 initiatives and 40 projects directed at different segments of Saudi youth across economic, social and skills-development fields. More than 30 governmental and private entities are taking part in implementation, with the national youth development policy serving as a unifying framework for the government, private and nonprofit sectors.

Focus on jobs and skills

Aligned with Saudi Vision 2030 and the National Transformation Program, the strategy prioritises increasing youth participation in the labour market. Core empowerment tracks include freelance work, flexible work and remote work frameworks designed to widen employment options for young people. The ministry's programs also feature structured training, qualification and activity-based initiatives, along with nationwide skills-focused weeks under the human capital development agenda.

The strategy further promotes youth participation in decision-making and civic engagement through regulatory and institutional changes, supported by a general policy for youth development aimed at building a motivating and sustainable environment. As part of the launch, a landmark national youth development award was introduced to recognise and encourage youth contributions.

For young residents and job seekers, the strategy signals expanded pathways into work and community life, with a clear focus on upskilling and flexible employment over the coming years.
