Entrepreneurs and foreign investors planning to launch a business in Saudi Arabia in 2026 can now map out the full cost and process of setting up a limited liability company (LLC) or branch, with most steps completed online through the Ministry of Commerce's Saudi Business Center within the ناجز ecosystem.
The core commercial registration (CR) fee for an LLC is a one-time SAR 1,200, with an additional SAR 500 (plus 15% VAT) for publishing the articles of association. Under the current Commercial Register Executive Regulation, fees vary by legal form: SAR 1,600 for joint-stock or simplified joint-stock companies, SAR 1,000 for partnerships, and SAR 500 for a sole proprietorship. Businesses must also budget for an annual data confirmation fee equal to the initial registration fee — SAR 1,200
Steps and additional costs
Before the CR is issued, founders reserve a trade name (SAR 200 for an Arabic name, SAR 500 for English) and execute the articles of association through ناجز using electronic notarization and digital signatures. The LLC establishment service is available in Arabic and English and is issued immediately once documents are complete — or within 72 hours for companies formed under an investment license.
Additional government costs typically include Chamber of Commerce membership (around SAR 2,000–3,000 depending on capital and city) and a Balady municipal commercial license for premises-based activities, generally starting around SAR 5,000 and varying by activity, size, and civil defense requirements. National Address registration is mandatory before the CR is activated and the Balady license obtained.
For premises-based businesses, total municipality and national address costs — including Balady licensing and premises approvals — generally range from about SAR 6,000 to SAR 18,000. Understanding these figures upfront helps residents and expat founders plan their capital and timelines with fewer surprises as the Kingdom continues to streamline company formation online.
