SFDA Launches NADR Program for Rare Disease Drugs

The Saudi Food and Drug Authority has unveiled a new program dedicated to speeding up the development and approval of medicines for rare diseases. Known as NADR — the New Accelerator Program for Drugs in Rare Diseases — the initiative aims to strengthen the Kingdom's position in pharmaceutical regulation and give patients faster access to treatments.

The program is governed by the Regulatory Framework for Rare Diseases Drugs (NADR) Version 1.0, published on 5 August 2026. The framework enters into force and becomes effective on 5 September 2026. It covers both pharmaceuticals and biologics intended for the prevention or treatment of rare diseases, and introduces a dedicated designation pathway for eligible products.

Under NADR, a rare disease is defined as a condition affecting fewer than 5 cases 000 persons in Saudi Arabia, and it must be life-threatening or seriously debilitating. To qualify, a product must address a condition for which no satisfactory treatment currently exists in the Kingdom, or offer significant clinical benefit over available options. Eligible medicines can be at any stage from preclinical to Phase III, or already authorized abroad but not yet registered locally.

Why it matters

NADR does not replace orphan drug designation; it is an additional accelerated pathway, and both applications may be submitted in parallel. The program offers a range of incentives, including priority review, rolling submission of dossiers, the possibility of conditional marketing authorization, regular scientific consultations, and a dedicated project manager for each product.

It also introduces evidence flexibility — accepting adaptive trial designs, natural history data, surrogate endpoints, and AI modeling — along with scaled manufacturing and safety requirements and facilitated inspection for sites already regulated by major international authorities. For patients and families in Saudi Arabia living with rare conditions, the program signals a clearer, faster route to life-changing treatments.
