The National Program to Combat Commercial Concealment detected 104 suspected commercial concealment violations across Saudi Arabia during June 2026, following more than 4,500 inspection visits carried out nationwide.
Suspected cases are referred to the competent authorities for investigation and the application of penalties under the Anti-Commercial Concealment Law. The grace period that had allowed violators to correct their status without penalties ended in 2022, and as of mid-2026 no new nationwide grace period has been announced in connection with the June campaign. Inspections and penalties are being applied under the existing law.
What the penalties look like
Concealment crimes can carry imprisonment of up to five years and fines of up to SAR 5,000,000, while concealment violations may bring fines of up to SAR 500,000 and closure of the business for up to 90 days — including for refusing to provide required documents.
Once violations are confirmed, additional measures may apply, such as seizure and confiscation of illicit funds after final court rulings, closure and liquidation of the business, cancellation of the commercial registration, a ban on business activity for convicted parties, and collection of due zakat, fees and taxes accrued during the concealment. Offenders may also be named publicly, and non-Saudi violators face deportation with a permanent ban on returning to work in the Kingdom.
The law also rewards reporting: those who report cover-up cases may receive a monetary reward of up to 30% of the total collected fine after a final judgment.
For residents and business owners, the message is clear — enforcement is continuous, and the safest path is to ensure commercial activities are conducted transparently and in the name of the actual operator, in line with the requirements of doing business legally in Saudi Arabia.
