The Ministry of Tourism has updated four key regulations aimed at raising service quality and improving the tourist experience across the Kingdom. The changes cover travel and tourism services, tourist guides, hospitality facilities, and private hospitality units.
Under the updated travel and tourism services regulation, licensing categories have been simplified so a broader range of services can be included under a single license. The regulation introduces multiple license duration options with differing validity periods, and clearly defines the rights and obligations of both service providers and customers. Operational standards for travel agencies and tourism operators have been raised, including obligations for booking, payment handling, and customer service.
For tourist guides, licensing categories have also been simplified. Licensed guides may now operate across multiple regions instead of being limited to a single area, and can hold several specializations under one license, such as heritage, adventure, and city tours. Security, safety, and qualification requirements have been tightened, with licenses issued and renewed through the ministry's digital channels. Guides must keep their license data up to date within the specified periods to avoid penalties.
The hospitality facilities regulation updates licensing, classification, and operating procedures for hotels, resorts, serviced apartments, heritage hotels, hostels, and other tourist accommodation. Classification is now more closely tied to licensing and service standards, with star ratings linked to explicit facility and service criteria. Requirements for reservations, payments, and online marketing have been tightened, alongside stronger security, safety, workforce qualification, and electronic integration standards.
The updates require operators and guides to integrate their systems electronically with the ministry's platforms, which are linked to national government systems. For residents and visitors in Riyadh, Jeddah, and beyond, the goal is a more consistent, higher-quality experience across accommodation, tours, and travel services.
