Tourism Ministry Opens Penalty Installment Plans

The Ministry of Tourism has opened a window for eligible private-sector and nonprofit tourism establishments to request installment payment of outstanding financial penalties. Applications are accepted from 13 October through 31 December 2026 and must be submitted through the Ministry's website using the approved form.

The option is provided under Cabinet Decision No. 105 and the installment rules set by the Ministry of Finance. Establishments seeking to spread out their payments will need to provide supporting documents, including proof that the penalty is legally established, the reasons for requesting installments, a declaration, and a statement of the establishment's current financial obligations.

Applicants must also submit bank statements from all banks covering the previous 12 months and, where applicable, the latest annual financial statements certified by a licensed accountant. The Ministry of Finance reviews each application and makes the final decision.

It is worth noting that submitting an application does not guarantee approval. No fixed installment amount, minimum payment, maximum number of installments, interest rate, administrative fee, or validity period was published in the available announcement.

For tourism businesses across the Kingdom, the measure offers a practical route to settle penalties over time rather than in a single payment, easing cash-flow pressure on operators as the sector continues to expand under Saudi Vision 2030. Establishments that believe they qualify are encouraged to prepare their documents early and apply before the December 2026 deadline.
