King Salman issued royal orders on 13 August 2026 reconstituting the Council of Ministers under the chairmanship of the Crown Prince and Prime Minister Mohammed bin Salman, with all ministers continuing in their current posts.
The move follows Article 9 of the Council of Ministers Law, which sets a maximum four-year term for the Council and requires formal reconstitution by royal order at the end of each term. This is a routine constitutional step rather than a change in ministerial personnel.
The same royal orders relieved Bandar bin Ibrahim Alkhorayef of his position as Chairman of the Board of Directors of the Local Content and Government Procurement Authority (LCGPA). Prince Abdulaziz bin Salman bin Abdulaziz Al Saud, Minister of Energy and Minister of Industry and Mineral Resources, was appointed as the new Chairman. As of these orders, the LCGPA chairmanship is a distinct board-level appointment assigned explicitly by royal order and is not automatically tied to any ministerial portfolio.
The LCGPA is the government body responsible for regulating and promoting local content and overseeing government procurement preferences and rules. It is headquartered in Riyadh, with published contact number 0118387777 and postal code 13519.
Why it matters
In February 2026, the Authority introduced phased increases to minimum local content percentage requirements for products on the Mandatory List used in government procurement, affecting the eligibility and evaluation of public-tender bids. These changes do not involve individual-user fees. The New Government Tenders and Procurement Law, approved by the Council of Ministers on 5 August 2026, restructures the public procurement regime to improve efficiency, support the private sector, ensure equal treatment of bidders, and align procurement with national economic objectives, with the LCGPA playing a central role in localisation policies.
