Foreign-owned companies operating in Saudi Arabia can open a corporate bank account only after their local entity is fully registered and licensed. Banks in the Kingdom will not process an application until the business has completed its foundational legal and regulatory steps.
Before applying, a foreign entity must hold a valid وزارة الاستثمار investment license, an active Commercial Registration (CR) issued by the Ministry of Commerce, and a registered National Address for a physical office in the Kingdom — P.O. boxes are not accepted, and the address must be renewed annually. A Tax Identification Number (TIN), and VAT registration where applicable, plus the company's articles or memorandum of association, are also required.
Documents for foreign and branch entities
Foreign-owned companies and branches must submit a copy of their وزارة الاستثمار license and their Saudi CR. In addition, banks require certified copies of the parent company's commercial register or professional licence and its founding documents from the home country — apostilled or attested by the Saudi embassy and the Ministry of Foreign Affairs.
Banks must also identify and verify ultimate beneficial owners (UBOs), typically defined as those holding at least 25% of capital, along with the full ownership structure. A board resolution from the parent company naming authorized signatories, together with specimen signatures, is required.
Signatory and compliance requirements
The General Manager or authorized signatory must be a legal resident with a valid Iqama. For some accounts, a passport may be used initially, but the Iqama must be submitted within 90 days of opening. Banks use نفاذ for digital identity verification of the signatory, and copies of the IDs of all authorized persons are needed.
Finally, applicants complete KYC questionnaires covering source of funds, nature of business, expected transaction volumes and counterparties, along with AML/CFT forms prepared under SAMA rules. For international businesses entering the Saudi market, understanding these steps in advance can significantly shorten the time to start banking operations.
