Saudi Arabia has a new Attorney General. Under Royal Order O/259, issued on 24 Sha’ban 1447 (12 February 2026), Dr. Khalid bin Mohammed bin Nasser Al-Yousef was appointed Public Prosecutor and Attorney General with the rank of minister. The order was published in Umm Al-Qura, issue 5144, on 13 February 2026.
The royal orders released in February 2026 also relieved Sheikh Saud Al-Mujeb of the post of Attorney General and appointed him as an adviser at the Royal Court with ministerial rank. Al-Yousef moves to his new role from his previous position as President of the Board of Grievances, the Kingdom’s administrative court system.
Al-Yousef becomes the second Attorney General under the modern “Public Prosecution” designation, adopted after the 2017 restructuring of the former Public Prosecution and Investigation Authority. In his role, he chairs the Public Prosecution Council and has led an institutional transformation program aimed at improving the work environment and boosting judicial efficiency.
New initiatives under his leadership
Between April and July 2026, royal orders and internal decisions covered the appointment and promotion of 87 Public Prosecution members at various judicial ranks across the Kingdom. The Attorney General also met newly appointed regional heads of prosecution offices, directing them to speed up case handling and improve service quality.
In August 2026, he directed the launch of a remote, electronic investigation service for detainees in prisons across all regions. Conducted through secure electronic links between prosecution offices and prisons using Ministry of Justice and Public Prosecution systems, the service keeps detainees within prison facilities while being questioned. It aims to expedite case completion, cut the burden of prisoner transport, and shorten litigation time. The service does not require individuals to apply via أبشر.
