NEOM Completes World's Largest Green Hydrogen Plant

Saudi Arabia has completed construction of the NEOM Green Hydrogen Company plant at Oxagon in نيوم, described as the world's largest single green hydrogen production facility on a stand-alone basis. As of mid-2026 the project is in its commissioning phase, with commercial operation targeted for 2027.

The facility is built around 4 GW of dedicated solar and wind generation feeding large-scale electrolyzers in an integrated complex. It is designed with a nameplate capacity of up to 600 tons of carbon-free hydrogen converted on site into about 1.2 million tons of green ammonia The project's capital cost is reported at roughly USD 8.4–8.5 billion, equivalent to about SAR 31–32 billion.

Construction is now complete, and teams are energizing and testing the power supply, electrolyzers, and ammonia units. First commercial exports of green ammonia are planned once commissioning is finished, under a long-term structure that includes an offtake arrangement on the order of 30 years. The project company is a joint venture between Saudi and international partners responsible for developing, owning, and operating the plant and its renewable assets.

Why it matters

The plant is a cornerstone of رؤية السعودية 2030 clean-energy and hydrogen strategy, aimed at positioning the Kingdom as a major global exporter of green hydrogen and green ammonia in the years ahead. It is an export-oriented industrial project rather than a retail utility, so there are no consumer tariffs, ticket prices, or public visiting arrangements linked to it inside Saudi Arabia. For residents, it signals continued momentum in the country's shift toward clean energy and its role in emerging global supply chains.
